ABOUT THE OPPORTUNITY:

The Chief of Staff plays a pivotal role in enabling the success of the Chief Executive Officer and the Agency, as a whole. Acting as a senior advisor, strategist, and integrator, this role ensures alignment, coordination, and execution of Agency-wide priorities, while overseeing the day-to-day operations of the Executive Office. The role blends a strategic mindset, with operational effectiveness - balancing foresight with follow-through.

This position leads and supports initiatives that drive Invest Ontario’s performance, culture, and long-term impact. It requires sound judgment, political acuity, and an ability to lead with empathy and understanding, often in complex and rapidly evolving context. It is ideal for someone who thrives at the intersection of strategy, relationships, and execution, and who can move seamlessly from the boardroom to the back office with confidence, discretion and finesse.

SUMMARY OF JOB RESPONSIBILITIES:

CEO Office Management:

  • Lead the effective functioning of the Chief Executive Office, ensuring coordination across key activities including Agency planning, Board governance, and stakeholder relations.
  • Integrate executive support functions across the Agency and Ministry to enhance transparency, performance, and responsiveness.
  • Support the governance of the Board of Directors and its committees, ensuring appropriate record-keeping and fulfilment of terms and policies, ensuring consistent timing for materials.
  • Optimize and organize the CEO’s calendar to triage meetings/engagements, requesting teams; provide recommendations and rationale for CEO engagements; helping to ensure scheduling allows for decision-making, strategic discussions and prioritizing agency goals.
  • Enable successful office operations through adept resource and supply management, facility management and leasing.

Agency Liaison and Alignment:

  • Strengthen transparency across the Agency and with partners by increasing information sharing, sharing decision rationales (where appropriate) to foster broader understanding and trust.
  • Support open communication by ensuring the CEO’s priorities and commitments are visible and understood across departments.
  • Proactively cascading key updates, Ministry updates, important information, Board and Committee decisions, within the Agency and across to the Ministry.
  • Manage financial, operational, and administrative responsibilities with discipline and foresight supporting decision-making through evidence, insight, and sound analysis.
  • Provide leadership on cross-cutting priorities to ensure alignment, coordination, and execution of Agency-wide priorities.
  • Facilitate frequent Senior Leadership and Leadership meetings to review cross-functional alignment, celebrate wins, and provides an opportunity to surface issues early.
  • Acts as main Ministry-Agency liaison to help with the triaging, prioritization and timely delivery of responses, products, reporting and other deliverables, as required. Plan and manage initiatives, programs, manages/resolves urgent or sensitive matters within or involving the Agency where appropriate, delegating matters to appropriate management and staff.
  • Build strong working relationships with senior officials across the Ministry, Cabinet Office, partner agencies, and industry stakeholders to advance Invest Ontario's mandate.
  • Facilitate Agency-wide communication and engagement-ensuring alignment between internal teams and external partners and enabling timely and coordinated responses.
  • Act as a liaison across leadership levels, surfacing insights, managing organizational dynamics, and cultivating trust within the Agency and across relationships with varying stakeholders.

Strategic Alignment & Executive Advisory

  • Provides expertise, executive advice/recommendations and support to the CEO and other executives on operational, administrative, policy and procedural matters/issues affecting the Agency.
  • Identifies, analyses and resolves complex and contentious issues.
  • Serve as a strategic thought partner and trusted advisor to the CEO-providing insight, clarity, and honest counsel.
  • Drive alignment between strategy, operations, and governance by designing and overseeing decision-making structures, planning cycles, and performance monitoring.
  • Integrate approach for day-to-day files, triaging requests, implementing strategic initiatives, while delegating matters to appropriate Agency management and staff.
  • Ensure the CEO's focus remains on the most critical and high-leverage opportunities-managing information flow, framing decisions, and owning follow-through.
  • Represent the CEO in internal and external meetings and communications, providing continuity and trusted leadership in their absence.
  • Assist members of the Senior Leadership Team with executive support functions as required, including the production of responses to business matters, providing additional insight, commentary, analysis, and recommendations.
  • Support the tracking and progress on strategic priorities by reviewing and updating quarterly products which show progress against the mandated priorities and goals.

Change Leadership & Project Delivery

  • Champion innovation, agility, and continuous improvement across the Agency-leading change initiatives that modernize operations, improve outcomes, and empower people.
  • Support the CEO and executive team in managing Agency-wide transformation, acting as a cultural steward and ensuring alignment with the envisioned operating model.
  • Lead special projects and enterprise initiatives, ensuring milestones are met, risks are addressed early, and outcomes align with Agency goals.
  • Act as a problem-solver and integrator-connecting dots across silos, resolving friction points, and stewarding organizational health during times of change.
  • Support, co-ordinate and, where appropriate, lead, various tracking and reporting requirements across the agency. Key items to track are deliverables, Treasury Board submissions, etc. Key reporting requirements include items mandated to the Agency for routine financial, compliance and other reports, as requested by the Ministry.

Team Leadership & Culture Building

  • Direct and coach a small team to deliver with excellence and integrity, while modelling the values of collaboration, curiosity, and accountability.
  • Support a culture of service, clarity, and mutual respect within the Executive Office and across the broader Agency.
  • Support talent development, succession planning, and a healthy workplace culture rooted in equity, inclusion, and public service.

REQUIRED QUALIFICATIONS

Education and Experience

  • A university degree in public policy, business administration, political science communications or a related field;
  • 10+ years of progressive experience in policy advisory, project management, government/government relations, or relevant;
  • Excellent written communication in English required, fluency in French an asset;
  • Experience with political/public service environment and knowledge of government policy development cycle, decision-making process, and legislative procedures.

Knowledge and Skills

  • Demonstrated success leading multi-stakeholder initiatives, high-impact projects, and enterprise-wide transformation.
  • Strategic planning, operational delivery, and change management expertise with a focus on public value and impact.
  • Exceptional communication, facilitation, and relationship-building skills to influence and align diverse internal and external audiences.
  • High political acuity and sound judgment when navigating complex, high-stakes, or sensitive matters.
  • Proficiency in project planning, governance reporting, and executive correspondence, with strong attention to detail and context.
  • Knowledge of government financial processes, board governance, and strategic risk management.
  • Protocols and practices of the Executive Office and its relationship to the Deputy Minister’s Office, Minister’s Office, Cabinet Office, Ministry, other OPS, and external officials to ensure the effective management of information flow.
